A.Y.S.O. Region 212 Guidelines* *Adopted 03/93; Last Revised 03/04 Page 1 of 2 Eligibility All boys and girls between the ages of 4-18 years of age, based on their age as of July 31 of the year in which the season begins, of entering into elementary school in the same year, and living within the Region's geographic area (school districts: Gull Lake, Comstock, Galesburg-Augusta, Climax-Scotts, Delton-Kellogg) shall be eligible to register, subject to volunteer support and field availability. Registration Registration of players for the next season shall take place the last two scheduled game days unless otherwise advised in the spring newsletter. Early discounts will be given to those players who register during this period. New players to the program will be given the early discount only if they register during the early registration period. The registration fee (U5--U14) for the season shall be $95 per player, or$xxx maximum per family. The early discounted fee shall be $65 per player and $xxx per family. The early discount fee is only applicable to those players who are completely registered before the last registration date. For U16-U19, the registration fee for the season shall be $65 per player. Registrations will be accepted until noon of the first game of the Fall session. After that time, names will be accepted and held until the Spring season. Additional players will be accepted providing room exists within the division. Spring registrations will only be accepted until the first game played in the spring. Team Formation and Assignments Team assignments shall be made by the Division Commissioner, with final approval by the Regional Commissioner or his or her designee. Every effort will be made to form balanced teams by age, geographic location, players' years of experience, skill level, and other soccer experience (select or indoor). No transfer of any player from one team to another may be made without approval of the Division and Regional Commissioners. No transfer of any player will occur after the first game. REGION 212 DOES NOT GUARANTEE REQUESTS FOR COACHES OR PRACTICE DAYS. Region 212 will honor requests for siblings in the same age division to be placed on the same team. All divisions will have separate leagues for girls and boys. Children may be allowed to play up, providing this request is made in writing at the time of registration and is approved by the Division and Regional Commissioners. Once a child has moved up, they may not move back down. NO CHILD WILL BE ALLOWED TO PLAY DOWN. Game Participants and Duration U-6 teams will have a maximum of 5 players per team with 3 playing at one time. Each game shall consist of four 5-minute quarters and there will be no keeper. Each quarter break shall be 2.5-minutes long with the exception of half time, which shall be 5-minutes long. Practice will be held during the 30 minutes preceding the game with a 5-minute break between practice and the start of the game. U-8 teams will have a maximum of 8 players per team with 5 (plus a keeper) playing at one time. Each game shall consist of four 10-minute quarters. Each quarter break shall be 2.5-minutes long with the exception of half time, which shall be 5-minutes long. U-10 teams will have a maximum of 10 players per team with 6 (plus a keeper) playing at one time. Each game shall consist of four 12-minute quarters. Each quarter break shall be 2.5-minutes long with the exception of half time, which shall be 5-minutes long. U-12 teams will have a maximum of 14 players per team with 10 (plus a keeper) playing at one time. Each game shall consist of four 15-minute quarters. Each quarter break shall be 2.5-minutes long with the exception of half time , which shall be 5-minutes long. U-14 teams will have a maximum of 14 players per team with 10 (plus a keeper) playing at one time. Each game shall consist of two 35-minute halves. Substitution will be according to F.I.F.A. Laws at appropriate play stoppages. Half time shall be 5-minutes long. U-16 to U-19 teams will have a maximum of 16 players per team with 10 (plus a keeper) playing at one time. Each game shall consist of two 45-minute halves. Substitution will be according to F.I.F.A. Laws at appropriate play stoppages. Half time shall be 5-minutes long. Length of Season The season shall consist of two seven game sessions: Fall, with games beginning the Saturday following Labor Day, and each of the next six consecutive Saturdays, providing River Oaks fields are available; and Spring, with games beginning in April and ending late May or early June, dependent on field availability. Cancellation of Games Inclement weather may necessitate the canceling of games from time to time. Every attempt will be made to contact players, via coaches or radio announcement, as early as possible. Once the decision has been made to cancel games, they will not resume again that day. Games that are canceled will not be made up. Games may only be canceled by the Regional Commissioner or his or her designee.

Coaches are encouraged to play each player a minimum of three quarters and to have different players be starters for the first quarter of each game . No player will play more than two quarters in goal per game. Coaches must rotate all players through each line and goalkeeper each seven game session. Protests No protest of games shall be permitted. Coaches are encouraged to file with the Referee Administrator, Division Commissioner, or Head Coach a written report of any misapplication of the basic rules for investigation. Conduct During Games The highest standard of conduct must be maintained at all times. Abusive or foul language by players, their parents, or other spectators towards coaches, referees, other players, or board members may result in ejection from Region 212. A panel consisting of the Regional Commissioner, Division Commissioner, Head-Coach and Referee Administrator will determine the outcome in these instances. Excessive coaching shall not be permitted and the function of the coach should be to provide encouragement and a positive direction. No one may enter onto the field of play without permission of the Referee, and the coach must stay within ten yards of the midfield-line. Spectators must remain two yards away from the side / touch line and between the eighteen yard lines. At no time shall a coach or spectator position himself or herself behind the goal. Pedestrians are asked to stay behind field identification posts or remain in motion at the junior fields. At the end of the game, the two teams will shake hands to offer each other "good game". Referees should be part of this display of sportsmanship. In Divisions U-5,U-6, U-8 and U-10, parents are asked to join teams. DISCIPLINE SHALL BE UP TO THE REFEREE AT EACH GAME. He or she shall have the power and authority to eject players, coaches, and spectators from the playing area if their conduct violates these guidelines or otherwise interferes with the course of play. No appeal of disciplinary action taken by a referee shall be allowed. All such actions are reported to the Regional Commissioner for review. Any coach ejected from 2 games within a season will not be allowed to coach in Region 212 for the remainder of the season. AYSO IS A NO SMOKING ZONE. This includes parked cars and all areas around the playing fields. If a child can see you smoking, you should not be smoking. Coaches All coaches will be provided the opportunity to attend training and receive written materials to enhance their efforts. We encourage all coaches and assistant coaches to participate. IT IS MANDATORY FOR ALL COACHES TO ATTEND THE COACHES MEETING FOR THEIR DIVISION HELD PRIOR TO THE START OF THE FALL SEASON. IT IS ALSO MANDATORY THAT ALL COACHES SUBMIT A SIGNED APPLICATION TO COACH AND ATTEND SAFE HAVEN TRAINING. IT IS STRONGLY RECOMMENDED THAT ALL COACHES NEW TO COACHING A.Y.S.O. SOCCER ATTEND A BASIC COACHES CLINIC. Periodically, Beginning, Intermediate and Advanced Coaches clinics will be offered in the area, and all coaches are encouraged to attend. Concerns regarding a coach's style of method of coaching should be directed to the Regional Head Coach. If, after investigation by the Head Coach, it is found that the coach has violated the basic philosophy of A.Y.S.O. and its guidelines, appropriate actions, as determined by a panel consisting of the Head Coach, Regional Commissioner, Referee Administrator, and appropriate Division Commissioner shall be taken. Parental Participation It is expected that each parent of a player in the Region volunteer his or her services in some way. Should the Region lack the necessary number of volunteers to operate effectively, the Region may reject the registration of a player whose parents refuse to volunteer their services, in order to reduce the number of participants down to a manageable number. The Region shall not reduce or eliminate the player fee based upon voluntary work done by the participant's parents.
